Slow ftp logins are caused by reverse lookup by vsftp server during log ins. So if host not resolved due to some problem , server resolves slow resulting slow log in.
add below line to disable reverse lookup in vsftpd.conf.

Thanks a lot, after a lot of fiddeling, this was the reason i couldn't set up a ftp connection to my vsftpd, the ftp client timed out while the sever was waiting on the reverse lookup.
